General meeting ULPA “Internet Association of Kazakhstan”

On 6th April 2011 members of ULPA “Internet Association of Kazakhstan” held their general meeting. They read and approved of the End of Assignment Report for 2010 and solved a number of organizational issues.

The general meeting of the members of ULPA “Internet Association of Kazakhstan” (hereinafter referred to as IAK) was opened with the welcome address of the president of IAK Shavkat Sabirov. He noted that on 3rd of June they will celebrate two years as the association created for the uniting of internet community in our state and development of the Kazakh segment of global Internet obtained state accreditation.


Today 19 companies are the members of IAK. Documents on entry of 3 organizations are under consideration.


With creation of Council of association they held regular meetings during the second part of year 2010 and 1st quarter of year 2011. The members of the Council are the following: president of IAK Shavkat Sabirov, vice president of IAK Vladimir Turekhanov, Konstantin Gorozhankin, Yuri Mizinov and Igor Loskutov. The observers of the Council: CEO of IAK Aset Nurpeisov and chairman of Audit commission of IAK Vladilen Yakunin.


According to the policy plan IAK became the member of National economic chamber “Atameken Union” in 2010. Thanks to that fact, IAK had the opportunity to participate in elaboration of regulatory legal acts of the Republic of Kazakhstan, namely:

  • Rules of registration, use, distribution of domain space of the Kazakhs segment of Internet;
  • Bill on e-money;
  • Bill on e-commerce;
  • Bill on television and broadcasting;
  • Bill on copyright and allied rights in Internet.


IAK actively participated in resolving of conflicts concerning internet portal “NUR” (, forum “Center tyazhesti” ( and site


IAK cooperates with similar organizations in other states. In particular, in 2010 they signed Memorandum of cooperation with Internet Association of Ukraine and Russian Electronic Communication Association (RAEC).


Following the results of 2010 IAK was marked with a number of Letters of gratitude from the state agencies of Kazakhstan and diplomatic mission of Kazakhstan in OSCE in Vienna.


In 2011 it is planned to continue work on attraction of new members in IAK. We also have in prospect the work on bills and other regulatory legal acts of the state agencies. It is planned to hold a number of round tables and other events concerning internet business, i.e. how to make Kaznet attractive to investors, how to increase the interest of advertising investments, etc. it is important to take part in all relevant conferences connected with Kaznet. The separate item in IAK plans is the development of the Kazakh language in Internet.


In 2011 it is supposed to start cooperation with organization InHOPE ( on identifying and combating illegal content in Internet.


Last two years showed that IAK chose the right way and today it plays an important role in Kaznet life and all Kazakhstani society. It is in our power to make IAK more affluent and respected by the state, business and society!
