Today the Internet is so widely infiltrated into our lives that hard to imagine a sphere of human life, wherever it was used in one way or another. However, as recent developments in society, there is lack of understanding of the phenomenon of "internet", the idea of it, based on the reality of at least 10 years old.

In this regard, there is need to consolidate efforts for the organization of effective interaction between providers and consumers of information and communication services through a worldwide network of Internet.
